Proposition to allow project owners to change the amount of the tips given. Trying to solve tip4commit#11 after the failure of #37.
We could add a special interface to the peer4commit website that would be only available to supported project collaborators. It would list the active pull requests and allow them to change the tip value. For example with a select with these options: huge, big, normal, small, tiny, free.
We could also add an form to indicate who will get a reward. For example it may be interesting to give a percentage of the tips to the user who reported the issue. Or to users who contributed useful ideas, tested the changes, made previous attempts, etc.
One problem with that is the project collaborator must come to peer4commit. And he may have to repeat the operation on other websites like tip4commit.
We could use the pull request comments, but it looks error prone.
