release: bump version 0.9.6.1 → 1.0.0

Py3/Gtk3 port has reached a state worth a 1.0:

* Py2 → Py3 migration completed (topic py3-port, 71 changesets).
* SQLAlchemy 1.4 baseline; 2.x explicitly out of scope for this release.
* Gtk2 → Gtk3 migration leaves: Alignment → CSS, HBox/VBox → Box,
  Gtk.Table → Gtk.Grid for the layout engine.
* DateEdit modernized (Gtk 3.24 calendar popover).
* Sphinx -W clean; appy made optional behind the [printing] extra;
  uv as canonical dev workflow.
* Regression suite (54 tests across porting traps + layout engine)
  is green.
