This adds TOML support in a new `msgspec.toml` module. This uses: - `tomli` (or `tomllib` for Python 3.11+) for decoding - `tomli_w` for encoding Both are optional dependencies that may be installed using the new `toml` extra. As with YAML support, only `encode`/`decode` methods are supported for now, no `Encoder`/`Decoder` classes.
