Follow-up to #33, completing the move of issue-type work to Linear by retiring the last GitHub issue template. - Remove .github/ISSUE_TEMPLATE/rfc.yml. - Rewrite the GOVERNANCE.md RFC process to a light flow (forum thread + PR), keeping the 7-day window, lazy consensus, and steward close; lasting outcomes recorded as ADRs. - Repoint the five other RFC links (README, SUPPORT, adr/README, routines/README, templates/README) to the GOVERNANCE RFC-process section.
