Follow-up to #33, completing the move of all issue-type work to Linear by retiring the last GitHub issue template.

What changes

  • Removes .github/ISSUE_TEMPLATE/rfc.yml.
  • Rewrites the GOVERNANCE.md RFC process to a light flow: a forum thread plus a PR to this repo, keeping the 7-day comment window, lazy consensus, and steward close. Lasting outcomes are recorded as ADRs in adr/.
  • Repoints the five other RFC links (README, SUPPORT, adr/README, routines/README, templates/README) to the GOVERNANCE RFC-process section so none dangle.

Per the call to keep the RFC process light for now. Not self-merging; for steward review.
