Frontend for agent chat spend limiting on /agents.

Changes

add the limits management UI, API hooks, and validation for deployment, group, and user overrides
show spend limit status in Agents analytics and usage summaries
surface limit-related chat errors consistently in the agent detail experience
add shared currency and usage-limit messaging helpers plus related stories/tests

docs/ai-coder/agents/platform-controls.md - The new Limits tab in the agent configuration dialog (global spend limit, group overrides, per-user overrides) should be documented under the existing "Usage controls and analytics" section, which currently describes this as a planned feature but it is now partially implemented.

docs/ai-coder/agents/usage-limits.md (or inline in platform-controls.md) - Document how admins configure chat spend limits: the default spend limit, group-level limit overrides (with period/amount), and per-user overrides. Include behavior when a limit is reached (409 → error banner in chat UI).
