False Positives

In order to make it look like they were making progress against FARC, the
Colombian army routinely killed civilians, lured them to remote locations
(often by going drinking with them), killing them, dressing them up as FARC
and using them as evidence. This was partially because renumeration was based
on success: "false positive killings were rewarded with vacation time,
promotions, and medals." 

"Victims included farmers, children, homeless people, drug users, the mentally
disabled, an petty criminals. Rarely -- if ever -- were victims card-carrying
FARC guerillas."

This process happened for years until one of their intended victims figured
out something was wrong when he woke up dressed in guerilla clothes after a
heavy night of drinking and managed to flee before being shot. The "Soacha
scandal" revealed these killings were not just rumours. Prosecutors
investigate more than 3000 false positive killings in the 2000s. UNHCR (a
refugee agency) claims the number could be as high as 5000.
