Copilot CLI incorrectly flags --url "..." argument in az rest command as directory access and asks me for approval

Steps to reproduce the behavior

1. operate cli without autopilot / allow-all / yolo permissions (use standard permissions)
2. direct copilot cli to perform az rest command with --url option
3. copilot prompts for directory access approval for path outside approved list

Expected behavior

copilot cli should perform the az rest command without prompting for directory access approval (assuming az rest is an approved bash command)
