Elm is a strongly typed, pure functional language.
It's quite similar to Haskell but with a lot less syntax, strict evaluation and no runtime exceptions at all.* The language is rather beginner friendly albeit not the most concise... which will make golfing in it all the more interesting!
However the language is only made to be compiled to javascript for the front end. So how to wire the input and output is left to us to figure out.
I personally love Elm as it's the language that introduced me to the wonderful functional programming paradigm.
